ABOUR DEVELOPMENT AT HONGKONG .
In March 1920 the Governor of HongKong
addressed a despatch to the Secretary of State asking
that advantage might be taken of a contemplated visit to the Far East of a representative of Messrs .Coode, Matthews, Fitzmaurice and Wilson, to obtain their advice as to the steps which ought to be taken to improve the Harbour.
2. In a report dated May 1920 the Shipping and Ship building Sub-Committee of the Economic Resources Committee urged that expert advice was required on the lay out of development works which they considered should not be dealt with piecemeal but as a whole.
3. The first report of the Consulting Engineers (March 1921) dealt with the improvement of Mongkoktsul Harbour of Refuge.

Their main report was presented in November They laid stress on the necessity for further development being carried out on a definite scheme, (paragraph 25) considered that this could not be secured by the allotment of land to companies so as to allow them to build their own wharves and work them. After discussing various alternatives they recommended (paragraph 26) that the Government should construct wharves and lease them to private companies.
5. The most prominent item in their scheme of development was the construction of a reclamation of 48 acres in Hung Hom Bay from which would project 6 jetties.
